Who is required to get a Home Energy Score?
Anyone publicly selling of relisting their home after January 1, 2018, within the Portland city limits.
What is a Home Energy Score?
An H.E.S. is a collection of information, determined by a Home Energy Assessor, that calculates energy efficient your home is on a 1 to 10 scale. Low scores do not indicate that a home is poorly built, only that there is room for improvement. Suggestions for improving your score, such as improving insulation and updating appliances, may be provided by your Assessor.
Your H.E.S. must be easily accessible and available to all prospective buyers. It should be included in any advertising or listing, and on the Green Building Registry. At Savvy, we have answers and resources to help you every step of the way – just ask us!
What is included in my Home Energy Report?
A score between 1 and 10, and an explanation of this score.
An estimate of the total annual energy used in the home (by fuel type).
An estimate of the total monthly or annual cost of energy purchased for use in the home (by fuel type)
The current average annual utility retail energy price (by fuel type)
When does this new requirement come into effect?
All homes listed or relisted within the Portland city limits after January 1, 2018, must receive a Home Energy Score.

Why has Portland decided to require Home Energy Scores?
The City of Portland has partnered with the United States Department of Energy, to use their H.E.S. model and software as our official scoring system. Portland is following in the footsteps of other cities that already require Home Energy Scores, such as Austin, Boulder, Santa Fe, and Berkeley. Many cities that have adopted similar programs have shown a reduction of energy use between 6 and 8% since adopting the policy.
